One, who calls law enforcement on their neighbors over tall grass? Two, if you watch the body camera footage, the grass looks barely higher than the neighboring properties. Not that it would be a problem if it was “overgrown,” but only the most suburban-pilled crackkker would think it’s “high.” The HOA-ification of America has been a dystopian disaster.
Presumably the same people who see nonwhite people parking cars on their street for an hour to get to the nearby park and call the city about “drug dealers abandoning STOLEN vehicles next to MY house”. They constantly lied about the cars being there for “weeks” despite it being different cars every time they called (which was every day).
Source: I worked for a city a long time ago. We ran the plates every time (the poor parking dispatcher had to call the asshole PD dispatcher [whose name I recently googled and surprise surprise he’s posting nazi shit on FB]) and not a single car ever came back as stolen. Sometimes whoever we sent out would run into the drivers and they would almost always be people going to the park. Other times it was neighbors who got new cars.

One of the few times I can recall recently of a Chinese cop actually shooting and killing someone was a dude holding a kid hostage with a knife to his throat who was about to kill him.
There are numerous videos of angry motorists in China assaulting traffic cops over getting a ticket, they just wait for them to go home and pick them up there. Chinese traffic cops are also unarmed.
I remember the first time I went to China and saw someone walking up to a cop car and knocking on the window to ask for directions. Needless to say that would get you summarily executed in glorious USA

Why you need a inspector to see if the grass is too tall? Vermin control?
There is a practical reason to the grass directly around your home, like you said, to deter rodents and insects. However, that is not the real reason. The real reason is property value. Untrimmed grass supposedly makes the neighborhood unattractive for people buying homes. Local municipalities get pushed into making petty ordinances to maintain property value for sellers and real estate businesses.
Using the excuse of property value is how a lot of nasty local laws get made. A lot of the terrible anti-homeless action you see in places like LA come from the argument about property value. Safety and sanitation is only thrown in after the decision has already been made.
